At the very top of my page i have this little arrow, and i am not 100% sure how i do anything with it, if i either want to edit the content or delete it completely.

Also if it is not for too much trouble, would i in any way be able to get a confirmation email sent before the user gets the account, to make sure it’s a real account?

Hi,

At the very top of my page i have this little arrow

– You can edit that in static blocks > top panel > edit

WordPress by default do not verifies email addresses of users registering an account in your site.
so you will be needing some customization or plugin to achieve this.
this may help you.

8theme options > general > header settings > Enable top bar > OFF
