Your question is a bit unclear for me. Is it your Shop page? Default Shop page doesn’t have “Edit page” button on frontend even with Storefront (default WC theme) – http://prntscr.com/n4ikbj Go to Dashboard > Pages > edit Shop page – https://prnt.sc/n4ilr3 Default content on this page (products) is not visible via the editor – http://prntscr.com/n4imiv Read more – https://docs.woocommerce.com/document/woocommerce-pages/
Please check available “Shop” and “Products Page Layout” settings in Theme Options and Appearance > Customize > Woocomemrce > Product catalog.
You can add own content at the top of products, like http://prntscr.com/n4inrw > http://prntscr.com/n4io4m
