Hi!
1. Is it possible to have an image hover with another image? And if yes, how can I do that?
2. I would also like the image to be clickable –> link to url.

Hello,

Try to use Cubebox element of Massive Addons for WPBakery Page Builder https://massive.mpcthemes.net/cube-box/
The link can be added in settings of an image element.
