"Specify a Last-Modified" ? - by freerunner

After running a speed test on my website I noticed that there are some resources that are missing a cache validator, and resources that do not specify a cache validator cannot be refreshed efficiently. So in order to get this fixed it looks like a ‘Specify a Last-Modified or ETag header’ to enable cache validation for the following resources:

http://fonts.googleapis.com/css?family=Droid+Serif%3A400%2C700&ver=4.0
http://fonts.googleapis.com/css?family=Open+Sans%3A300%2C400%2C600%2C700%2C800&ver=4.0
http://fonts.googleapis.com/css?family=Open+Sans%3A300%2C400%2C700%2C300italic&ver=4.0
http://fonts.googleapis.com/css?family=Raleway%3A100%2C200%2C300%2C400%2C500%2C600%2C700%2C800%2C900&ver=4.0
http://fonts.googleapis.com/css?family=Roboto
http://fonts.googleapis.com/css?family=Roboto%3A400%2C500%2C700%2C300&subset=latin%2Ccyrillic-ext&ver=4.0
http://fonts.googleapis.com/css?family=Roboto+Slab%3A400%2C300%2C700&ver=4.0
https://fonts.googleapis.com/css?family=Lato:300|Lato:400|Lato:700
https://fonts.googleapis.com/css?family=Open+Sans:300|Open+Sans:400|Open+Sans:700

These are mostly resources needed for the theme. Is there anyway that you can program a Specify a Last-Modified to better optimize the theme for these external resources? Thanks
