Thats very odd as I can access this on my browser. Sometimes the security settings dont like it if you dont have a UK IP address.

To change the content of the Top bar, go to Appearance > Widgets > Left/Right side top bar area.
You can try to create a custom header using a static block (Theme Options > Header Types > Custom Header) https://www.8theme.com/demo/docs/woopress/Plugins/WPBakery_Page_Builder_Settings
Also, you can edit header-structure file (/wp-content/themes/woopress/headers) via child theme.
