Sometimes cart does not get cleared after purchase. It is hard to duplicate the issue. Can you give some suggestions what to check?
I thought it may be cache related, but after clearing the cache items still remain in cart.

Do you use CDN?
Try to disable all the third-party plugins, that do not come bundled with XStore https://www.8theme.com/documentation/xstore/plugins/included-plugins/ , check the Cart then.
