How change dimension of the block short_description on the product page

Hi,
1. How can i change the width of the column about short_description on the product page ?
2. How can i modify the color on hover of login in the main menu ?
I don’t succeed even help of console.

2) Are you talking about underline? In custom CSS https://prnt.sc/26c5171
