Can’t change header colors and colors change by scroll

I ca’t change header bottom color and header top color – I change colors, but they didn’t fix. And by scroll color change for black. I need green everywhere

I cleaned cache, but nothing happend. I tried WP Super Cashe and another plugins (. I understand that problem in cache, but I don’t know what should I do. With another PC is ok

What browser do you use? Clear cache of browser as described in docs, for example – https://support.google.com/accounts/answer/32050?hl=en&co=GENIE.Platform%3DDesktop
