Hello,

In regards to the All Departments section.

1) Can we make another menu like this and have them both active at once, or is there a limit of only one?

Unfortunately No, you can not use it twice at the same time on the same site, It is actually the element of the header builder that you can only use once: https://postimg.cc/t196C1n9
