I know, but it’s hard to tell a client to use this. Is there an universal solution?

In this case, static blocks can be created with the desired content, and show it using shortcode, for example – https://prnt.sc/Czu6YB4JBV84

Provide the client with examples, so he just repeats your actions.

You may try to add the next code to your child-theme/functions.php
remove_filter ('the_content', 'wpautop');
OR
you may try to type not simple <br> but <br class="">
