To find the shortcode of the static block for the Shop Page Banner Content, please navigate to Theme Options > WooCommerce > Shop > Shop Page Layout. Then, go to Dashboard > Static Block and edit the static block using Elementor.

Yes.

The shop page is a catalog page for products that cannot be edited using Elementor by default. You can find the available settings in Theme Options > WooCommerce (Shop).
