Do I need license for every site in multisite install? The sites are under same domain in subdirectories (same site in different languages).

If each additional website is simply a translation of the main one, then you do not need a separate license. However, if you wish to create a multilingual website, there is no need to launch a multisite. Instead, you can use a special plugin, such as WPML https://www.8theme.com/documentation/xstore/theme-translation/translation-with-wpml/ , which will create virtual subsites for each language. This will enable you to synchronize all products and switch between languages without any issues.

According to the ThemeForest license policy, you can use 1 license for 1 project only (dev site, production site and/or localhost, but the same project), read more – https://themeforest.net/licenses/terms/regular If you want to use our theme for a few different projects you need to buy a few licenses.
“do I need separate licence for every domain in WordPress multisite system?” – yes, but only in case every domain is a separate project.
