Can we have static blocks mega menus anywhere on the wesbite?

Hello,

Is it possible to add the static block mega menus anywhere on the website other than the normal and standard place (the top menu)?

For example can we have it added on the bottom footer and have it open towards to the top (versus the standard top to bottom)?
