Tengo este mismo problema, al entrar a la pagina de inicio por primera vez no reconoce el css del mobile panel pero cuando ya navegamos en otras paginas del sitio reconoce el dispositivo y funciona, pero cuando es primera vez no carga no detecta que es vista movil
