Can I install more than 2 localhost sites for development purpose?

I am new to Xstore theme, and just begin to get familiar. I read this in the documentation: XStore provides the option of 1 live site licensing and 2 staging site licensing.

1 live site licensing is reasonable. Don’t understand the staging site limit. I am doing local development. Can I install more than 2 local sites for development purpose?
