I added multiple flat rate shipping based on cities for example cairo (55 EGP) is different than alexandria (40 EGP) and mansoura (87 EGP), the calcluation of shipping in Checkout page is working correctly while logged in as admin but for other users or in incognito changing cities has no effect on the shipping rates

1/ Do you use a cache plugin? Please make sure that your issue is not caused by cache settings.
2/ Do you have this problem when another theme is activated? Please do the test via Appearance > Themes > install and activate Storefront (default WooCommerce theme).
