Unable to edit and remove footer-like mobile menu

Hi, I’m facing 2 issues:

1- In the first screenshot, you can see that menu at the bottom, i click it but it doesnt get selected in elementor, I actually want to remove it but unable to modify it .

2- The second screenshot suggests that, i want to use those elements (icons) in different places on mobile and PC view, if i place one element on top in PC view, it gets on top on mobile view as well but i dont want it there on mobile, how can i fix it in one place on mobile view while it doesnt effect pc’s view
