I want to use Top Banner for header for my site

Hello, I will use a (repeated) top banner with only a background image on the header at the address below, but it does not come directly above the header, some of it overlaps the header, can you help me? I shared the site login information. This top header will appear fixed on every page and on mobile, and it will also be sticky with the header.

Thank you very much, it is exactly what I wanted, and in the section where I shared the screenshot in the attachment, I only have 2 brands in the brands section for now, but I want them to stand side by side in the middle. How can I do this? I could not find such an option configuration in the current element settings. The 1st image shows the stance on the current site, and I tried to explain what I want to do in the 2nd image.

There is no such option for the brands carousel widget, unfortunately.
