For example, I would like to offer a free basic stocking with the purchase of any corset that has a garter belt.

Currently we don’t have such option built-in our XStore theme, but you can search for the solutions in free or paid plugins. For example: https://wordpress.org/plugins/ithemeland-free-gifts-for-woo/ that seems to cover the basic needs you requested.

We believe the response provided by their support manager may offer a list of recommended plugins that could meet your needs.
