Asking the customer about the shipping fee in the payment method

I want to set up the payment method so that orders above 1500 TL are exempt from shipping fees, while orders below this amount incur a 150 TL shipping charge. However, for orders above 1500 TL, the system currently gives the customer an option between free shipping and a fixed shipping fee. Could you fix this issue?
