If you are using one of the following themes - Blanco, IDStore, XMarket, you can face the issue, when only 10 products are displayed on your shop page and Pagination is enabled for the rest.
It is because of default settings and, to change the quantity of the products per page you need to go to Settings > Reading > Blog pages show at most.
