Add flash effect from banner to a simple image.

Hi i would like to add flash effect from banner to a simple image. is it possible? and how to do that?

To achieve this, please navigate to the image’s style settings, select ‘Image’, then ‘Hover’, and choose your desired animation from the available selections. I want the flash in an image, if its not identical its not working out for me.
Can u pls tell me how to create the flash in the image on hovering.
