Black header remains white no matter what I do

I have tried reinstalling a different demo. I have tried deleting wordpress. I have reset everything. I have even deleted all plugins.

Doesn’t matter what demo I use the header background always remains white. Even after changing in settings. Settings show it black but on main page remains white.

Files is visible for topic creator and
support staff only.
