Bottom Menu’s Background shall turn from transparent to white color, while moving mouse over it

hi,
Could you send a code for me,

In a normal position
( when it is not scrolled down or there is no transparent menu yet)
If customer moves mouse on bottom menu, the bottom menu’s background should be white, if moves mouse away it should be transparent
(right now it is transparent, either mouse over or mouse away)
