Cannot install the theme – The theme is missing the style.css stylesheet

I cannot install the theme, I get this message:
Unpacking the package…

Installing the theme…

The package could not be installed. The theme is missing the style.css stylesheet.

Theme installation failed.
I have tried just installing the installable wordpress file only but still get this message
