It can be just a cache issue.
Do you know what are final texts for both elements?

I’m not using caching and it’s the same in incognito.
final texts are “Trgovina” and “Rezerviraj termin”
Yes it works,
but when I go to theme option for examle (not header), but theme custom css and hit publish

We do not see any problem.
Please note that when you make changes in Theme Options there is no needs to re-load page after clicking on Publish every time.
What browser do you use?
Record a video of your actions to re-create the problem, one more time.

I do not reload, I just did it to show you the problem. I use chrome.
Problem is that when I go to Header Builder it shows me SHOP and TOUR RESERVATION every time, even if you changed it.
then I click PUBLISH and the front page is wrong again.
Do you think this is changing it

Hello,
I’ve disabled Menu cache in Theme Options > Speed optimization then tried to edit the Button text > Publish and there is no the problem with All department menu text. Please clear cache of browser and check now.
