Display Related product with same categories

Hi,

We have problem about related product setting.
Example:
The single product page is selling Cloth, but the related products are showing Body care products.

1.) How to set related products all to cloth category?
2.) Or the related products is randomly display different products?
3.) We no using up-sells and cross-sells setting.
