Hi.
I’m setting up an online store for a client (in Spain).
Although VAT must be applied to all Provinces in Spain there are a few exceptions (the Canary Islands for example).
I have read that this is possible doing the following (which I have):
In WooCommerce->Settings-Tax->Standard Rates I have added a row with Country Code ES and set 21.000 as the Rate. This row has no State Code.
In the same section I’ve added several rows (one for each Province in Spain where VAT does not apply). Each row has ES as Country Code, the correct State Code and a Rate of 0.
But when I go to the Checkout page it applies VAT to Provinces to which it shouldn’t.
I’ve even tried adding Zip/Post Codes in the Tax rows, but that didn’t help.
On the Check Out page, taxes are correctly updated each time I select a different country in the Country dropdown and would expect the same thing to happen when I select a province in the Province dropdown.
I have followed this tutorial. Sorry, its in Spanish but there are screenshots so its easy to see what is being done:

Any ideas?
Thanks.
