Hey there.

How can I have a footer like the one demoed in the ‘handtools’ demo?
https://www.8theme.com/demo/woopress/handtools/

As I’d like to add a ‘fabric cloth’ graphic to the bottom so the footer background wasn’t just a solid colour.

You need recreate footer in Static Block section as described in the documentation:
