I can’t reopen a ticket I submitted 2 days ago, but seems like it was not just me, I have the same problem again.
Footer is build and pubslished

I don’t use any caching, and the footer does not appear if I hard refresh, delete cookies or use incognito.

Create an account via Dashboard (Users > Add new) with administrator role http://prntscr.com/s3rc9m > provide us with username and password via the Private Content area http://prntscr.com/s5mao7 You can use any email for it.

I suppose it is something you created. By default Elementor Header & Footer builder does not come bundled with our theme.

Hello,
You can use that if the built-in Static blocks and header builder options are not suitable for you, as the alternative to building header and footer.
But if Static blocks and the built-in header builder are ok for you then there is no need to use that additional plugin.
