Footers not the same over all pages even though static block is updated

The footer and prefooter is not displaying consistently over the pages headers
either parts are missing or the theme imported footer and prefooter is displaying

home page is correct but all other pages are not correct

It has been updated
I got the store one sorted
but the balance of the pages are not displaying the same as the home page
missing the logo and payment images

see screen shot for footer template for entire site it is updated but
it is still not uniform over the entire site
