Look here:

2. Configured the css of the static block via yellowpencil here https://skr.sh/sANjhAcFEmK and https://skr.sh/sANqBnhmCTP.
3. This static block is inserted into the “top panel” widget here https://skr.sh/sANqTqlSuH9
4. This “top panel” widget was inserted into the header here https://skr.sh/sANW4v8kaOv . continued in the next message ..

5. I open the main page of the site from the admin panel wordpress https://sayt2.ru/ and the category pages, here https://skr.sh/sANHQIR6q7z and https://skr.sh/sANhZSrTxvE everything is fine, the widget is shown!
6. I leave the admin panel wordpress, I go to the site via google incognito https://skr.sh/sANag5VUZ3l. And on the main page of the site https://skr.sh/sANtvXWcfEG this widget is shown incorrectly configured! And our category page for this widget is not https://skr.sh/sAN05bxAXx8!
7. And that’s how ?!

I checked the mentioned section and don’t see any issue with that https://recordit.co/zf8RwfYV76
So, I suppose your issue was caused by the cache plugin.
