Help: Even though the Core plugin has been activated in the XStore panel, it still shows unactivated

This causes the progress popup to always be displaying some page that can’t be installed. I’ve tried manually uploading the plugin a few times, but still can’t successfully activate the core plugin

Attached is a screenshot of the system status.
