How to create the moving effect on the image?

Hello,

on this demo; https://xstore.8theme.com/elementor/demos/organic-cosmetics/

the top image seems to be hovering and moving once its hovered over.
how can we replicate this effect and also show the other things such as the text block and the price which is moving around?
