How to select most countries to send email in Email builder

Hello Team!
First of all, thank you for all the help you give me. Secondly, I have a question again.
I use your Email Builder to send emails.
I want users from Russia to receive email in russian language, and the rest of the world in English.
I created two templates for each type. One template by russian I selected Apply to billing countries – Russia.
It turns out that in another I need to manually select all 192 countries except Russia?
Did I understand correctly?
Is there some kind of option or shortcut for this?

Please be advised that if country-specific rules are not configured, the template will be dispatched universally. To ensure that only Russia is selected, this adjustment must be made manually.
