I can’t create shipping zones in xstore with woocommerce

I need to create the shipping zones for my test site but it won’t let me advance to step 2 when I select the options

I can’t create the zones, I choose Create shipping method but it doesn’t let me go to the next step, it stays at STEP 1 OF 2
