I can’t insert a link on button in the second slider home page

I put a link to the “bg-shape” button on the second slider on the home page, but the link doesn’t work. (images attached link1.png and link2.png)
The link would be to open the file “normas.jpg” at: https://marimagia.com.br/wp-content/uploads/2024/05/normas.jpg
Am I inserting it in the correct location?
Could you help me do this please?
