I want to show ” Fake Sale Popup ” to some specific Category of Products only

I want to show ” Fake Sale Popup ” to some specific Category of Products only, right now it is showing to all products category and it don’t have option to choose on basis of Category.
and one more thing in mobile can’t we put on below header this popup, right now it is coming above footer.
and in some popups it is not showing image of product, But that product have image

hey, the sale popup is showing to customer if their internet is off also, which looks quite unprofessional
