It says “congratulations you have free shipping” even though you do not

When you add something to the basket, but not enough to get free shipping. You click the basket and you get the pop-out from the side, that shows the basket and the items, at the bottom it says “congratulations you have free shipping”.
Can anyone tell me why it does that and how do I change it?
