Mobile panel not working even when switched on wen visiting site from mobile device

When activating the mobile panel for visiting the site on mobile browsers
the site does not retheme as per the mobile panel settings it remains the same just resized as per the desktop website

I have tested in multiple browsers on IOS and android

Files is visible for topic creator and
support staff only.

We suggest that you turn off the Mobile Content Optimization option in (XStore > Theme Options > General) if you are using a cache plugin for mobile devices, as both optimization options can conflict with each other and will not improve the speed together.
