Moving text with news style popups once hovered over.

Hello,

We have added a domain on the PCA.

On the main menu just under the image, there is a slider type with the words moving sort of like a stock ticker, and it shows information and once you hover over it, a block opens.

Is there anyway to replicate this and would you perhaps know what it is called?
