Multi-language arabic + english requirement

dear Sir

please guide us how to have 2 languages –selected by user

primary language : english
secondary language: arabic

If you want to create a multilanguage site you need a special plugin for these purposes https://colorlib.com/wp/wordpress-multilingual-plugins/ Support of the plugin should guide you. The plugin will give a language switcher widget also.
