No Option to select the parallax background

Hello, I want to make the background of this area parallax, but I cannot find the setting anywhere.

Hi, I done what you said, it created a parallax effect on desktop.

Its created small error on mobile which I cannot revert.

The image on mobile view now has a black area below it,
