1) Can you tell me how to activate these functions in my store?

1/ Order Notes: Order notes are a built-in feature of WooCommerce, and they are enabled by default. Customers can add notes during the checkout process, and you can also add notes to orders from the WooCommerce admin panel. To ensure that order notes are visible and accessible, you can check the following settings:

Go to WooCommerce > Settings > Checkout.
Make sure the “Enable order notes on checkout” option is checked.
Save changes.

2/ Private Note: we recommend you to use any third-party plugin for this functionality at your own risk.

i cant see checkout tab on woocommerce settings

also for product badges, please refer to the screenshot attached..how to add this view video option.
