Pagination is removing the category archive page header

Hello, I have added a static block at the top of the category page, and it is set to appear above all content, but when I go to the bottom of that page, and with a lot of products underneath, when I go to the second page the top part disappears, but the footer part remains.
Is there any way that the top part won’t change? When I go to page two?
A video reference and URL are provided in the private content area.

There is no such possibility, unfortunately.
You can change the pagination to Infinite scroll – https://www.8theme.com/documentation/xstore/plugins/woocommerce-infinite-scroll-and-ajax-pagination-settings/
