I set up test mode in “Woocommerce-Payments-General-Test mode” and ticked the “enable test mode”, and when I try to place an order on my website, in check out page it says “Sorry, it seems that there are no available payment methods for your state. Please contact us if you require assistance or wish to make alternate arrangements.”

What setup should I toggle in order to proceed with the payment test?

Please try to test how it works with the default WooCommerce theme – Storefront activated on your site.
If you get the same with the Storefront activated, you need to contact support of the WooComerce plugin, because the situation is independent of our theme – https://wordpress.org/support/plugin/woocommerce/
