Raise a Quote popup not showing on all pages

i use a fluent forms short code in the raise a quote section and its not showing. I dono what happen or when it stopped working. i have also tried to put in a CF7 short code still its not showing. tell me how to sort this out.

Also Apart from this i need your help on the basic website performance optimization methods
