Responsive mode on static blocs not taken into consideration

Hello,
I build my footer with static blocks.
I followed Elementor tutorials to configure my blocks for tablet and phone for pages and footer.
Problem is : my changes for responsiveness on the footer are not working.
On the preview it’s working, I save my work, empty browsing data but when I go to the website and adapt the view with “inspect” (or use my phone), it’s not working at all.
