Shipping says free No matter what I do - by scanantiques

I just set up a site http://scandinavianantiques.com and I can’t get the shipping calculations to function properly. I’ve tried messing with everything I know how to in Woocommerse but no matter what I do shipping is always free. This isn’t good because we ship huge items. Any help? I don’t know if this is related but I get this message every time I log into the dashboard of the site: “Your theme has bundled outdated copies of WooCommerce template files. If you notice an issue on your site, this could be the reason. Please contact your theme developer for further assistance. You can review the System Status report for full details or learn more about WooCommerce Template Structure here.

Hello,

There was zero value in WP Dashboard > Woocommerce > Settings > Shipping > Local Delivery > Delivery Fee. I’ve set this value to 10% as you can see on the screenshot http://prntscr.com/7fural and now shipping is calculated correctly. Please check your site.
