Shop Page does not resort products after 1st sort

In my shop page, the default sort is “Sort by popularity”.
1) I cannot change the popularity. I changed menu_order and view counts also don’t seem to have an impact. How does the system determine popularity?

2) Once I choose and sort-method, i.e., “By latest”, the sort works, but after that, I cannot resort the list when choosing another drop-down option. The URL also does not change.
